POSITION DESCRIPTION
The Manager, IT Process Workflow & QA Engineering leads the definition, implementation, and continuous improvement of IT process workflows, quality assurance (QA) practices, and release assurance across the IT projects. You will own end-to-end quality for software delivery from process design, test strategy, and test automation to release controls, environment management and production validation. The role champions shift-left testing, automation-first approaches, robust CI/CD quality gates, and strong collaboration with Development, Infrastructure, IT Security, Risk and Business stakeholders.
Reporting to Head, IT & Data Architecture, the Manager will also be responsible for guiding and upskilling teams across IT on process standardisation and quality engineering best practices. This manager role requires strong stakeholder influence, a data-driven approach to quality metrics, and the ability to drive cultural change to improve delivery predictability and reduce operational risk.
DUTY & RESPONSIBILITY
- Translating complex business problems into sound and cost-effective Al solutions.
- Advise project and application teams on budgeting for QA and process automation activities (tooling, test environments, automation frameworks, performance testing).
- Actively liaise with Application, Infrastructure, IT Security, Change Management and relevant vendors to ensure testability, environment availability and secure release pipelines.
- Work with systems/applications vendors to understand their testing roadmaps, recommend alignment with IT QA standards and ensure vendor-delivered releases meet acceptance criteria.
- Define, implement, and mature IT QA and process workflow standards: SDLC quality gates, test strategy templates, acceptance criteria, CI/CD quality checks, and change-control practices.
- Design and own test environment strategy, including environment provisioning, data management, sandboxing, and environment lifecycle (dev/test/pre-prod/prod).
- Integrate QA into CI/CD pipelines and enforce quality gates (unit test thresholds, static analysis, integration tests, security scans) before deployment.
- Lead, mentor, and grow a cross-functional QA & process-engineering team (test automation engineers, QA analysts, release engineers, and process analysts).
- Promote knowledge sharing, coding & testing standards, and a culture of quality across Development and Operations teams.
- Providing support for any project reporting to management.
- Advise project teams and management on the IT & Architecture roadmap where process and QA improvements are required.
- Adhere to all established risk control guidelines, procedures, and measures to identify, assess, report, mitigate, and monitor the risks involved in the day-to-day work.
QUALIFICATION
- University graduate, preferably with a major in Computer Science related subjects or equivalent; OR preferable over 4 years' experience in the IT sector.
- 4+ years of experience in QA, test engineering, release management, or IT process roles, with at least 2+ years in a supervisory/lead role.
- Demonstrable experience building and running test automation programs and process improvement initiatives in enterprise settings (banking/financial services preferred).
- Exposure to multiple technical configurations and environments (cloud, hybrid, and on-prem). Familiarity with cloud test environments (including AWS or equivalent) is desirable.
- Capability to align QA/process methodologies and governance with PMO, DevOps, and other IT functions.
- Strong practical experience with test automation frameworks and tools (e.g., Selenium, Playwright, Postman, REST API testing).
- Experience with performance and load testing tools (e.g., JMeter, K6) and security testing/tooling (SAST/DAST) is preferred.
- Outstanding verbal and written communication skills (English and Khmer).
- Fluency in the Chinese language is an added point.
- Strong people skills.
- Self-motivated and good problem-solving skills.
