IT Application Manager

Manager, IT Application, works in the IT Application Department, IT SME Banking section, and manages SME Banking applications as well as software and system upgrades. This role will plan out which software applications are needed for smooth business operations and supervise the installation and daily maintenance of those applications, as well as the associated network and hardware installations.

Reporting to the Head of IT Application, the person in this role will also have a business solution function to review and assess the requirements from the business unit and check the feasibility of the implementation of the requirements. He will also be working closely with internal users and external solution providers.


  • In charge of requirements review and solution alignment of the SME Banking solution to meet business requirements.
  • Assessing the efforts required for a SME banking solution and the costs related to it.
  • Responsible for planning and budgeting to maintain and upgrade SME banking applications.
  • Holding the business solution role to support the SME Banking unit in fulfilling their requirements with the best solution.
  • Working with the selected developer team (internal or external) to ensure that the SME Banking solution is delivered on time and according to the requirements and expectations.
  • Meeting with the application's users regarding their needs for the application, reviewing industry trends, and recommending upgrades or replacements.
  • Working with the application's users to determine their support needs and to develop service level agreements.
  • We are working closely with IT and data architecture units to ensure the alignment of the SME banking application architecture with the bank's IT enterprise architecture.
  • Directing the work of the application developer.
  • Ensuring that team has the staff and resources required for delivering SME banking projects and supporting the application.
  • Becoming the second layer of support for SME Banking Applications for troubleshooting and support for the applications.
  • Involve yourself in the DR setup and exercise of SME banking applications.
  • Supporting the IT procurement unit in negotiations with vendors for SME banking applications.
  • Assembling and coordinating project team members; assigning individual responsibilities. 
  • Managing IT consumer application unit resources.
  • Providing support for any project reporting to management. 
  • Supporting and providing the required information for any audit activities.
  • Comply with all applicable regulations, rules, codes, guidelines, and standards set by regulators—Risk Management and the Bank—and carry out duties with high integrity.
  • Adhere to all established risk control guidelines, procedures, and measures to identify, assess, report, mitigate, and monitor the risks involved in the day-to-day work.


  • University graduate, preferably majoring in computer science-related subjects or equivalent.
  • Preferred over 5 years' experience in the IT sector.
  • 4+ years of experience in the development of SME banking applications.
  • 3+ years of experience in a business analyst role.
  • Understanding the Software Development Life Cycle (SDLC).
  • Outstanding leadership, organizational, and time management skills.
  • Outstanding verbal and written communication skills (in English and Khmer).
  • Fluency in the Chinese language is an added point. 
  • Strong people skills.
  • Self-motivated and have good problem-solving skills.
