JOB SUMMARY

This position is appointed to ensure effective compliance of the bank with the AML/CFT and other applicable laws and regulations issued by NBC and other regulators.

DUTY & RESPONSIBILITY

The Head of AML/CFT department shall oversee 2 units: AML/CFT Screening Unit and AML/CFT Post-Transaction Monitoring Unit.

1. AML/CFT Screening Unit

  • Oversee the review, analysis, and investigation of screening alert cases in the AML/CFT System for customer's account opening and real time transactions.
  • Oversee the transaction screening and work with branch to perform KYC, CDD, and EDD on customer and their transactions, including OTT/ITT.
  • Provide KYC/CDD/EDD and other compliance related advice to relevant stakeholders upon request.
  • Maintain close relationship with the correspondence / RMA banks including but not limited to responding to their request for KYC / AML questionnaire, conduct annual review, KYC update and review related document for correspondence/RMA establishment before further submitting to Head of Compliance.
  • Draft proposal or memo for Management in relation to bank's internal AML/CFT measures.
  • Verify and consolidate Cash Transaction Report (CTR) to submit to regulator.
  • Prepare response to NBC, court, and other authorities' inquiries and investigation.
  • Provide KYC / AML & CFT training to relevant stakeholders, including BCO and other bank staff.

2. AML/CFT Post-Transaction Monitoring Unit

  • Oversee the review, analysis, and investigation of all post-transaction monitoring alert cases in AML system, and conduct further KYC/CDD/EDD ensuring that all alerts are concluded within timeline.
  • Set and review customer risk profiling, CTR rules, alert rules and parameters, as well as other upgrades in the AML system.
  • Work with BU to perform annual/periodic KYC update of bank customers.
  • Provide AML/CFT consultation and comments to Business Units on new/enhancement of product or service or other related projects.
  • Conduct branch visit to check and monitor BCO's implementation and raise findings and recommendation for improvement.
  • Work with BU to perform the annual/periodic KYC update of customers.
  • Review STR before further submit to Head of Compliance.
  • Prepare Quarterly AML Data Collection Report, Bi-annual ML Risk Assessment Report and other reports to NBC and CAFIU.
  • Support the liaison with NBC and CAFIU, and ensure that all their requests and ad-hoc report are properly prepared and submitted on time.
  • Draft, review, update Compliance AML/CFT/CPF Policy, Procedure Manual, and guidelines.
  • Prepare monthly, quarterly and ad-hoc reports for Management, ERCC, BCC, and Board meetings.
  • Perform other tasks as assigned by Head of Compliance Division and Chief Risk Officer.

QUALIFICATION

  • Bachelor's degree in Law, Finance and Banking, or equivalent in related fields.
  • At least 4-year experience in compliance in banking or financial institution is highly desired.
  • Sound knowledge of KYC process, AML/CFT regulations and internal control.
  • Ability to work independently and as a team in an effective and efficient manner.
  • Attention to details and able to work under pressure and possess good time management skill.
  • High personal quality of integrity, credibility, and strong work ethic and moral standard.
  • Good communication and interpersonal skills.
  • Good command of speaking and written in English.
  • Good Computer literacy, especially Excel.
