JOB SUMMARY
The senior manager of network and endpoints helps manage phases of IT support as assigned by the head of infrastructure. He or she will also be involved as the IT representative for IT network and endpoint requests initiated by users, and they are responsible for endpoints, network installation, security, maintaining network devices, and access control. They commonly work with network switches, routers, network connections, internet lines, and other related hardware to ensure that the systems are functioning properly at all times. They are also responsible for overseeing the design, implementation, operation, and maintenance of our entire IT infrastructure, ensuring its reliability, security, scalability, and alignment with the bank's overall business goals.
This role involves reporting to the head of infrastructure and may also be called upon to troubleshoot problems with the network system or its components. This might involve anything from replacing broken parts to diagnosing software issues or other technical difficulties and making sure it can operate 24 hours a day.
DUTY & RESPONSIBILITY
- Develop and implement a comprehensive IT infrastructure strategy aligned with the bank's business objectives and regulatory requirements.
- Oversee the design, implementation, and management of a secure and reliable IT infrastructure, including data centers, networks, servers, storage, and disaster recovery systems.
- Manage vendor relationships for IT infrastructure products and services.
- Manage the bank's IT infrastructure to demand SLAS for high availability, scalability, reliability, and operability.
- Providing strategic thought leadership and guiding critical initiatives and transformation activities across the infrastructure, engineering, and operations organizations; promoting the organization's strategic vision and execution.
- Coordinate branch projects of new branches, branch network re-infrastructure, branch relocation, and HQ network re-infrastructure.
- Responsible for project support or modification requests as needed, as well as accommodating project/change timelines and work schedules.
- Provide guidelines and guidance to ensure that all networks, both local and remote, are built to a common standard.
- Provide support on the endpoint device, ensure it's been followed, and harden security properly.
- Manage and perform periodic reviews of network hardening and patch management.
- Ensure the availability of critical IT-based business systems, together with appropriate and tested backup and disaster recovery plans.
- Manage key members of the IT infrastructure team, offering guidance and expertise to both business operations and the IT team.
- Supporting the head of IT infrastructure in establishing additional IT documents, procedures, and guidelines to supplement network process flow and policy to ensure efficient and fair standard practices.
- Supporting in developing an IT network infrastructure plan to ensure on-time delivery of IT support and solutions.
- Ensure adherence to all relevant industry standards and best practices for IT infrastructure management.
- Develop and implement IT infrastructure security policies and procedures.
- Ensure compliance with all relevant data security regulations.
- Managing subordinate staffs in the day-to-day performance of their jobs.
- Working with the security teams, implement appropriate tools to support the information security management policy.
- Partner with other IT service divisions and business units to ensure the IT infrastructure meets their needs.
- Providing support for any projects and reporting to the head of IT infrastructure.
- Supporting and providing the required information for any audit and compliance activities.
- Manage IT infrastructure budgets and resources effectively.
- Identify and implement new technologies and solutions to improve the efficiency, scalability, and security of the IT infrastructure.
- Comply with all applicable regulations, rules, codes, guidelines, and risk management standards set by regulators and the bank and carry out duties with high integrity.
- Adhere to all established risk control guidelines, procedures, and measures to identify, assess, report, mitigate, and monitor the risks involved in the day-to-day work.
QUALIFICATION
- A bachelor's degree in information technology and a Cisco or Huawei network certification are required.
- A minimum of 7 years of relevant hands-on experience in IT networking and infrastructure management and support are required, with at least 5 years in a leadership role.
- Proven experience in designing, implementing, and managing large-scale IT infrastructure solutions, including data centers, networks, servers, storage, and security systems.
- Good understanding of network protocols, standards to maintain firewalls, high availability and disaster recovery architecture, communication, and related technologies, and do the security investigations.
- It is necessary to be familiar with VOIP, WAF, Internet, and server firewalls (F5, Palo Alto, Fortinet, Checkpoint, etc.)), as well as Windows Exchange, Windows AD, and SharePoint.
- Experience leading overall infrastructure for a growing organization, including multi-location setup, VLAN and VPN setup for regulatory requirements, managing data protection, WAN technologies, static routers, dynamic routes, MPLS, optics, and knowledge of SDWAN and Cisco ACI technologies, etc.
- Be able to lead projects, coordinate stakeholders, and budget for infrastructure. Management background, which includes experience managing managers and managing teams.
- Experience with virtualization technologies (VMware, Hyper-V, etc.).
- Excellent problem-solving and analytical skills.
- Ability to work effectively in a fast-paced and dynamic environment.
- Strong understanding of regulatory requirements for banking IT infrastructure.
- Being good at speaking, reading, and writing English and fluent in Khmer are necessarily required.
- Ability to manage key stakeholder expectations and concerns and to identify and mitigate project risk as required, in person and virtually.
